Zusammenfassung:''This is a broad, new program that will take three to five years to be fully implemented,'' Mr. [Fortney H. Stark], Democrat of California, said after the 8-to-3 vote approving the changes in the compensation system. Under the plan, payments to radiologists and anesthesiologists, for example, would be cut 8 percent, for a savings of $130 million next year. Internists and family practioners would receive increases. Representative Stark said that the Administration had approved the committee package. ''The Administration supports the package and has agreed to work with us as it winds through the legislative process,'' Mr. Stark said. The Congressman, asked if the Administration would lobby Republicans on behalf of the bill, said that he did not advise the Administration but he appreciated its support. Mr. Stark said he viewed the package as a single entity. ''I would withdraw the bill if the package did not stay together,'' he said. Opposed by [Henry A. Waxman]
