| Zusammenfassung: | У статті висвітлено роль інформаційно-комунікаційних технологій у діяльності організацій і установ, котрі надають сучасного і модернізованого вигляду взаємовідносинам, діям, процесам. Зокрема, сучасний етап державного управління підпорядкованими сферами діяльності, галузями і секторами економіки, центрами надання адміністративних послуг, муніципалітетами, організаціями і установами відбувається із використанням інформаційно-комунікаційних технологій та технічних засобів і пристроїв. Якщо посилатися на освітню сферу, що концентрує у собі всі верстви суспільства, державні установи, співтовариства, підприємців, то більш відчутніше спостерігаються тенденції щодо оснащення і повсюдного користування інформаційно-комунікаційними технологіями та технічними засобами. У статті звертається особлива увагу на всебічне і узагальнене обґрунтування функціонуючих призначень автоматизації, комп’ютеризації та технічне оснащення призначених для просування державного управління просторів, об’єктів і суб’єктів, зокрема освітньої сфери. Тут доцільно звернути увагу на етапи розвитку інформаційних систем, що характеризуються послідовними перетвореннями комп’ютерів та автоматизованих систем управління за рахунок розширення функціональних особливостей і цільових призначень. Саме так обґрунтовується технічне оснащення структурних утворень у державному управлінні, де інформаційно-комунікаційні технології поєднують і концентрують у собі всі складові освітньої сфери. Це значить, що органи державної влади та місцевого самоврядування, коли здійснюють виконавчі функції, регулюючі дії, підтримують взаємозв’язки і надають адміністративні послуги широким верствам суспільства, найчастіше використовують комп’ютери та технічні засоби комунікації і зв’язку. І тоді узагальнюється передовий розвиток державного управління за підпорядкованими і підвідомчими структурними утвореннями, які впливають і спрямовують регулюючі дії і процеси до освітньої сфери, завдаючи інші чинники щодо їх досконалого перетворення і модернізації.
The article examines the role of information and communication technologies in the activities of organizations and institutions, which bring a modern and updated look to relationships, actions, and processes. In particular, the modern stage of state management of subordinate spheres of activity, industries and sectors of the economy, centers for providing administrative services, municipalities, organizations, and institutions takes place with the use of information and communication technologies and technical means and devices. If we refer to the educational sphere, which concentrates all segments of society, state institutions, communities, and entrepreneurs, then trends towards the equipment and widespread use of information and communication technologies and technical means are more noticeable. The article pays special attention to the comprehensive and generalized justification of the functioning purposes of automation, computerization, and technical equipment of spaces, objects, and subjects intended for the promotion of public administration, in particular, the educational sphere. Here, it is advisable to pay attention to the stages of development of information systems, which are characterized by successive transformations of computers and automated management systems due to the expansion of functional features and target purposes. This is how the technical equipment of structural units in public administration is justified, where information and communication technologies combine and concentrate all components of the educational sphere. This means that state authorities and local self-government bodies, when they carry out executive functions, regulate actions, support relationships, and provide administrative services to wide segments of society, most often use computers and technical means of communication and connection. Then, the advanced development of public administration is summarized by subordinate and subordinate structural formations that influence and direct regulatory actions and processes to the educational sphere, causing other factors to their perfect transformation and modernization. |
