| Shrnutí: | Background. The modern period of development is characterized by a slowdown in economic growth, the exhaustion of the raw material base and the emergence of contra-dictions between the increasing needs of the population and the growing anthropogenic load on natural complexes. In this regard, the issues of developing a resource-saving policy are becoming particularly relevant. The purpose of the work is to search for and scientifi-cally substantiate ways to develop budget financing of resource economy and determine priorities of resource-saving policy in the context of the transition to a resource-saving model of the economy in Russia. Materials and methods. The study is based on a structural and substantive analysis of data published by the Federal State Statistics Service. Such methods as monographic, economic and statistical, tabular methods of data visualization were used in the work. Results. Based on the analysis of scientific literature and statistical data, the main factors leading to the emergence of risks of the state policy of ensuring re-source-saving development are identified. The system of indicators and threshold values of sufficiency of budgetary resources from the point of view of resource-saving development is defined. Recommendations for neutralizing potential threats in ensuring the resource-saving development of the country are proposed. Conclusions. The study proves that re-source conservation is becoming a strategic national interest, the efficiency of resource use should be considered as a target priority of state economic policy. The conclusion is made about the need to improve budget legislation in terms of budget classification. The results obtained in the course of the study can be applied in the activities of state authorities at the federal and regional management levels in the development of socio-economic develop-ment programs and the implementation of resource-saving policies. |
