Description: 供热采暖是一项重要的民生需求，不仅居民需要供暖，办公楼、商业店铺、车站码头，也都有供热采暖的需求。在过去，很多单位都实行集体供热，虽然价格便宜（甚至是作为免费福利），但是不利于节能环保。随着市场经济的发展，现在无论是居民集中供暖还是对企事业单位的供热，都采用了计量收费的方式。这一方面便于计算供热成本，促进节约能源，另一方面也对供热计费的准确性、供热收费的合理性提出了新的要求。特别是最近几年，由于煤炭价格波动较大，无论是居民还是用户单位，都对供热价格和计费方式提出了一些质疑，传统的供热收费模式渐渐不能适应新形势下的用户需求。能否实现一种更公开、更透明、更直接的供热收费管理模式，成为了摆在供热企业. ; With the continuous development of implementation and the society of ruling the country by law, the court accepted the case number grow with each passing day, the contradiction between the judicial task and trial of strength not adapt to the increasingly prominent, how to build a clean and effective, standardized management mechanism and management system, further improve the working efficiency, t. ; 学位：工程硕士 ; 院系专业：软件学院_工程硕士(软件工程) ; 学号：X2013230670
