| Popis: | The article considers the issue of forming modern approaches to strategizing in the field of rating the state of national security of the state. Attention is paid to the issues of forming a comprehensive approach to determining the global rating of the state of national security, which is aimed at overcoming the existing limitations of the methodology for assessing the current state of affairs (events) in a separate sphere of life by updating the development of a forecast of the most likely development of the situation, as well as developing a strategy (action plan) for its positive resolution within the framework of developing indicators of global ratings (key international indices). It is shown that strategizing the global rating of the state of national security is aimed at ensuring a system for developing and implementing long-term strategies, applying strategic scenarios of government action and using strategic games/countergames in various strategic spheres of life of society and the state. Attention is focused on the need to approximate the results of the analysis and assessment of local or regional security indices to such unified indicators as the global peace index, national peace indicators, global terrorism index, positive peace index. These indices should be taken into account when building a hierarchy of indicators for the system of assessing the level of national security and rating its state based on strategizing. It is concluded that an adequate assessment of the level of threats and ensuring an appropriate level of state security in the conditions of aggravation of rivalry between states in the geopolitical space, combined with a constant increase in the number and scale of new challenges and threats, most countries of the world require an assessment of the state of national security. The scaling of the results of such an assessment occurs within the framework of forming a rating of the state of national security, which is considered as one of the main determinants of developing and making strategic decisions in the geopolitical space based on adjusting the relevant forecast scenarios. At the same time, the rating of the state of national security should be carried out in comparison with the global peace index. У статті розглянуто питання формування сучасних підходів до стратегування у сфері рейтингування стану національної безпеки держави. Увагу приділено питанням формування комплексного підходу до визначення глобального рейтингу національної безпеки держави, який спрямовано на забезпечення системи розробки та впровадження довгострокових стратегій, застосування стратегічних сценаріїв дії влади та використання стратегічної гри/контргри в різних стратегічних сферах життєдіяльності суспільства і держави. Акцентовано увагу на необхідності наближення результатів аналізу та оцінювання локальних або регіональних індексів безпеки до таких уніфікованих показників, як глобальний індекс миру, національні показники миру, індекс глобального тероризму, індекс позитивного миру. |
