Popis: The article is devoted to the topical issue of forming and implementing effective personnel policy in higher education institutions in Ukraine. In the current conditions of transformation of the education system and growing competition in the labor market, personnel policy is not only an administrative tool, but also a key factor in the strategic development of an educational institution. The author summarizes theoretical approaches to defining the essence of the concept of “personnel policy,” which is considered as a set of measures, principles, and methods aimed at the selection, development, motivation, professional improvement, and effective use of the staff of an educational institution. Particular attention is paid to the analysis of the specifics of personnel policy in the field of education, its role in the formation of competitive human resources capable of ensuring the quality of the educational process and scientific research. It has been found that there is no single generally accepted definition of this concept, but scholars agree that personnel policy manifests itself through the system of its implementation: principles, norms, directions, mechanisms, methods, and technologies of personnel management. It has been proven that personnel policy in educational institutions is in a state of constant renewal, as it requires adaptation to new challenges, in particular digitalization, academic mobility, and the globalization of knowledge. The article examines key areas of higher education personnel policy: mentoring, corporate culture development, employee motivation and incentive systems, and ensuring comfortable and safe working conditions. It identifies personnel management styles and the most appropriate tools for their use. Technologies for forming personnel policy are proposed both at the level of individual educational institutions and at the level of each employee, which will contribute to strengthening personnel potential, increasing the effectiveness of the educational process, and the sustainable development of the higher education system as a whole
Стаття присвячена проблемі формування ефективної кадрової політики у закладах вищої освіти. Розкрито економічний зміст поняття «кадрова політика» як комплексу заходів, принципів і методів, спрямованих на відбір, розвиток, мотивацію та ефективне використання персоналу. Проаналізовано особливості кадрової політики у сфері освіти, визначено її роль у забезпеченні стратегічного розвитку закладу. Виокремлено ключові напрями — наставництво, розвиток корпоративної культури, стимулювання й створення комфортних умов праці. Запропоновано практичні технології реалізації кадрової політики на рівні закладу та окремого працівника
