| Description: | The article provides a comprehensive analysis of the administrative and legal support of land relations in the context of modern challenges facing the agro-industrial complex of Ukraine. The relationship between the effectiveness of legal regulation of the land sector and the introduction of information and communication technologies into the process of managing agricultural activities is studied. It is emphasized that land resources are a strategic national wealth, and their rational use and protection require not only clear legal regulation, but also technological support that would guarantee transparency, reliability and openness of land data. The focus is on the activities of public authorities in the field of land control, in particular the State Service of Ukraine for Geodesy, Cartography and Cadastre, local state administrations and local self-government bodies. Problems that reduce the effectiveness of state control are identified, including staff shortages, outdated technical equipment, limited access to up-to-date information on the actual state of land. The importance of balancing power between executive authorities and local self-government bodies is emphasized, as well as strengthening the role of the court as a guarantor of the legality of administrative decisions. Separate emphasis is placed on the information and communication component of the development of the agro-industrial complex. The prospects for the legal definition of the status of digital data in agriculture, the regulation of electronic document flow, ensuring the protection of personal and commercial data, and the creation of a cybersecurity system for the agricultural sector are analyzed. It is noted that the formation of unified standards for the use of digital platforms in the agro-industrial complex is a prerequisite for the integration of Ukrainian agrarian business into the European and global market space. It is substantiated that the key task is to create an integrated electronic land management system with open access to data. This will help minimize corruption risks, increase the transparency of procedures, ensure effective control over compliance with land legislation, and strengthen the trust of citizens and businesses in state institutions. It is concluded that the administrative and legal support of land relations should develop in interaction with the digitalization of the agro-industrial complex. This approach will increase the efficiency of land resource management, contribute to the formation of a modern model of agricultural policy, and create conditions for the sustainable development of the agricultural sector of Ukraine. У статті здійснено комплексний аналіз адміністративно-правового забезпечення земельних відносин у контексті сучасних викликів, що постають перед агропромисловим комплексом України. Досліджено взаємозв’язок між ефективністю правового регулювання земельної сфери та впровадженням інформаційно-комунікаційних технологій у процес управління аграрною діяльністю. Підкреслено, що земельні ресурси є стратегічним національним багатством, а їх раціональне використання та охорона потребують не лише чіткої правової регламентації, але й технологічного супроводу, який би гарантував прозорість, достовірність і відкритість земельних даних. Зосереджено увагу на діяльності органів публічної влади у сфері земельного контролю, зокрема Державної служби України з питань геодезії, картографії та кадастру, місцевих державних адміністрацій і органів місцевого самоврядування. Визначено проблеми, що знижують ефективність державного контролю, серед яких – кадрова нестача, застаріле технічне забезпечення, обмежений доступ до актуальної інформації про фактичний стан земель. Підкреслено важливість збалансування владних повноважень між органами виконавчої влади та місцевого самоврядування, а також посилення ролі суду як гаранта правомірності управлінських рішень. Окремо акцентовано на інформаційно-комунікаційній складовій розвитку агропромислового комплексу. Проаналізовано перспективи юридичного визначення статусу цифрових даних у сільському господарстві, регулювання електронного документообігу, забезпечення захисту персональних і комерційних даних, створення системи кібербезпеки для аграрного сектору. Зазначено, що формування єдиних стандартів використання цифрових платформ у сфері АПК є передумовою інтеграції українського аграрного бізнесу до європейського та світового ринкового простору. Обґрунтовано, що ключовим завданням є створення інтегрованої електронної системи земельного управління з відкритим доступом до даних. Це сприятиме мінімізації корупційних ризиків, підвищенню прозорості процедур, забезпеченню ефективного контролю за дотриманням земельного законодавства та зміцненню довіри громадян і бізнесу до державних інституцій. Зроблено висновок, що адміністративно-правове забезпечення земельних відносин має розвиватися у взаємодії з цифровізацією агропромислового комплексу. Такий підхід дозволить підвищити ефективність управління земельними ресурсами, сприятиме формуванню сучасної моделі аграрної політики та створить умови для сталого розвитку аграрної галузі України. |
