| Description: | The article examines problematic issues of the development of the system of national resistance. The legislative and regulatory framework aimed at the development of the system of national resistance is considered. The composition of the system of national resistance, its levels, connections with the system of strategic planning in the Ministry of Defence of Ukraine, the Armed Forces of Ukraine and other components of the defence forces are determined, and an integrated model of planning of measures of national resistance is proposed. Proposals for improving the system of national resistance of Ukraine is provided, namely, the introduction of the planning of national resistance measures to the strategic planning system, the procedure for development of relevant documents, their coordination and implementation, the improvement of the catalogue of functional groups of capabilities in terms of determining the capabilities of national resistance and their characteristics. У статті розглядаються проблемні питання розвитку системи національного спротиву. Розглянуто законодавчу та нормативно-правову базу, спрямовану на розвиток системи національного спротиву. Визначений склад системи національного спротиву, її багаторівневість, зв’язки із системою стратегічного планування в Міністерстві оборони України, Збройних Силах України та інших складових сил оборони, запропонована інтегрована модель планування заходів національного спротиву. Надані пропозиції щодо вдосконалення системи національного спротиву України, а саме введення планування заходів національного спротиву до системи стратегічного планування, порядок розробки відповідних документів, їх узгодження та реалізації, необхідності вдосконалення каталогу функціональних груп спроможностей у частині визначення спроможностей національного спротиву та їхніх характеристик. |
