Popis: This presentation offers a legal perspective on the European Union’s response to a series of overlapping crises, including climate change, energy insecurity, the COVID-19 pandemic, migration pressures, rule of law challenges in Member States, and regional armed conflicts. These crises have raised fundamental questions about the Union’s capacity to act, the distribution of competences between the EU and its Member States, and the limits of European solidarity. The presentation begins with a brief conceptual and legal introduction to EU competences as defined in the Treaties, and their relevance in crisis-related policy areas. The functioning of the internal market and the regulation of services of general interest, such as energy, are examined in light of legal constraints and policy needs. Particular focus is placed on the Schengen Area and the tension between internal border controls and the principle of free movement. The role of agencies like Frontex and systems such as SIS II are also highlighted as part of the EU’s response to migration and security threats. The presentation further explores the legal implications of EU citizenship, with reference to rights in healthcare, education, mobility, and consumer protection. These elements underscore the EU’s evolving relationship with its citizens. The discussion concludes with reflections on European solidarity as a legal and political principle. In light of the current and future crises, the presentation raises the question of whether existing legal frameworks are sufficient or whether deeper treaty reform may be necessary to ensure a more resilient and cohesive Union.
