Popis: The current educational reform in Vietnam requires lower secondary school principals to meet professional standards and demonstrate leadership capabilities and adaptability to practical demands. Core qualifications, including professional competence, social skills, and information technology application, are identified as essential foundations for effective school leadership. Additionally, the strategic planning and systematic management of principal development across different administrative levels reflect a consistent effort to enhance the quality of general education, particularly at the lower secondary school level. This study presents research findings on the development process of lower secondary school principals based on a job position approach. In the context of educational reform, the focus is on ensuring sufficient numbers of principals, meeting a comprehensive competency framework, and fostering flexibility. A process for developing a team of lower secondary school principals has been proposed based on a quality criteria framework.
