| Beschreibung: | В статье анализируются не введенные в научный оборот документы, писавшиеся от имени городского сообщества Севастополя различным представителям центральной власти Российской империи на рубеже XIX–ХХ веков. Это ходатайство 1890 года руководителя городского самоуправления Н.Ф. Еранцева, адресованное императору Александру III, и записки 1902–1903 годов городского головы А.А. Максимова к руководителю Главного управления торгового мореплавания и портов великому князю Александру Михайловичу и министру финансов России С.Ю. Витте. Данные документы были посвящены вопросу экономической самодостаточности города в условиях закрытия коммерческого порта в Севастополе в связи с возвращением ему статуса главной базы Черноморского флота в 1890 году. Анализ записок показывает, что городское сообщество стремилось сохранить субъектность Севастополя через реализацию либо его торгово-промышленного, либо курортно-туристического потенциала. Однако центральная власть предпочитала выдавать городу ссуды и пособия, рассматривая Севастополь сугубо как военно-административный центр. The article analyzes documents that were not introduced into scientific circulation, written on behalf of the Sevastopol city community to various representatives of the central government of the Russian Empire at the turn of the XIX – XX centuries. This is the petition of 1890 of the head of the city government N.F. Yerantsev, addressed to Emperor Alexander III, and the notes of 1902-1903 of the mayor A.A. Maksimov to the head of the Main Directorate of Merchant Shipping and Ports, Grand Duke Alexander Mikhailovich and the Minister of Finance of Russia S.Yu. Witte. These documents were devoted to the issue of the economic self-sufficiency of the city in the conditions of the closure of the commercial port in Sevastopol in connection with the return of its status as the main base of the Black Sea Fleet in 1890. The analysis of the notes shows that the city community sought to preserve the subjectivity of Sevastopol through the realization of either its commercial and industrial, or resort and tourist potential. However, the central government preferred to give loans and allowances to the city, considering Sevastopol purely as a military-administrative center. |
