| Beschreibung: | The article examines Russian and foreign practices of implementing demographic policy. As a result of the study, the author comes to the conclusion that the introduction of new demographic policy instruments will contribute to a clearer understanding of this political and legal phenomenon and will allow it to be distinguished from the actual family and socio-economic policy of the state. The author believes that in order to assess the effectiveness of demographic policy, it is necessary to take into account achievements according to the following parameters: 1) are the conditions provided for people to have as many children as they want; 2) have territories been created in which people want to live and plan their future; 3) are elderly people provided with opportunities to remain healthy and active members of society; 4) are social support measures for families with children effective. It has been proven that a «narrow» policy aimed only at providing financial incentives for having more children is unlikely to have a long-term effect. В статье рассматриваются российские и зарубежные практики реализации демографической политики. В результате проведенного исследования автор приходит к выводу о том, что внедрение новых инструментов демографической политики будет способствовать более четкому пониманию данного политико-правового явления и позволит его отграничить от собственно семейной и социально-экономической политики государства. Автор полагает, что для оценки эффективности демографической политики, необходимо учитывать достижения по следующим параметрам: 1) обеспечены ли условия для того, чтобы люди могли иметь столько детей, сколько они хотят; 2) созданы ли территории, на которых люди хотят жить и планировать свое будущее; 3) предоставлены ли пожилым людям возможности оставаться здоровыми и активными членами общества; 4) эффективны ли меры социальной поддержки семей с детьми. Доказано, что «узкая» политика, направленная только на предоставление финансовых стимулов для рождения большего количества детей, вряд ли будет иметь долгосрочный эффект. |
