| Abstract (English): | This article analyzes the process of privatization and capitalization of the provision of the Technical and Professional Training Pathway within Brazil’s New Upper Secondary Education reform, taking Law No. 13,415/2017 as its reference framework. It examines the meanings assumed by the privatization of education in articulation with the contemporary process of financialization, under the hegemony of fictitious and speculative capital. In the Brazilian context, the expansion and regulation of public–private partnerships intensified from the 1990s onward, in connection with state reform guided by the principles of New Public Management. Methodologically, the study combines documentary analysis of educational legislation and regulatory frameworks governing upper secondary education with the analysis of data from the Novotec Program, implemented by the Government of the State of São Paulo. The findings indicate that the upper secondary education counter-reform, particularly regarding the Technical and Professional Training Pathway, expanded opportunities for private contracting by introducing flexible arrangements for fulfilling curricular workload requirements and certification processes. The analysis of the program reveals the central role of private companies and institutions in delivering courses within public secondary schools, as well as the predominance of specific technological fields aligned with the new morphology of work and the ongoing process of deindustrialization in the country. The study concludes that the participation of publicly traded private companies in the program expresses a dynamic of privatization and capitalization associated with the cost reduction of course provision, the precarization of teachers’ work and students' education. | Abstract (Spanish): | El artículo analiza el proceso de privatización y capitalización de la oferta del Itinerario de Formación Técnica y Profesional en la nueva Educación Media en Brasil, tomando como referencia la Ley nº 13.415/2017. Examina los significados que adquiere la privatización de la educación en articulación con el proceso contemporáneo de financiarización, bajo la hegemonía del capital ficticio y especulativo. En el contexto brasileño, la expansión y regulación de las asociaciones público-privadas se intensificaron a partir de la década de 1990, en el marco de la reforma del aparato estatal orientada por los principios de la Nueva Gestión Pública. Desde el punto de vista metodológico, el estudio combina el análisis documental de la legislación educativa y de las normativas que regulan la Educación Media con el análisis de datos del Programa Novotec, implementado por el Gobierno del Estado de São Paulo. Los resultados indican que la contrarreforma de la educación media, especialmente en lo que respecta al Itinerario de Formación Técnica y Profesional, amplió las posibilidades de contratación privada al establecer formas flexibles de cumplimiento de la carga horaria y de certificación. El análisis del programa pone de relieve la centralidad de empresas e instituciones privadas en la oferta de cursos en las escuelas de la red pública estatal, así como la predominancia de determinados ejes tecnológicos vinculados a la nueva morfología del trabajo y al proceso de desindustrialización del país. Se concluye que la actuación de empresas privadas de capital abierto en el programa expresa una dinámica de privatización y capitalización asociada al abaratamiento de la oferta formativa, a la precarización del trabajo docente y de la formación de los estudiantes. | Abstract (Portuguese): | O artigo analisa o processo de privatização e capitalização da oferta do Itinerário de Formação Técnica e Profissional no novo Ensino Médio, tomando como referência a Lei nº 13.415/2017. Examina os significados assumidos pela privatização da educação em articulação com o processo contemporâneo de financeirização, sob a hegemonia do capital fictício e especulativo. No contexto brasileiro, a abertura e a regulação das parcerias público-privadas intensificaram-se a partir da década de 1990, associadas à reforma do aparato estatal orientada pelos pressupostos da Nova Gestão Pública. Metodologicamente, o estudo combina análise documental da legislação educacional e das normativas que regulamentam o Ensino Médio com a análise de dados do Programa Novotec, do Governo do Estado de São Paulo. Os resultados evidenciam que a contrarreforma do ensino médio, especialmente no que se refere ao Itinerário de Formação Técnica e Profissional, ampliou as possibilidades de contratação privada ao instituir formas flexíveis de cumprimento da carga horária e de certificação. A análise do programa revela a centralidade de empresas e instituições privadas na oferta dos cursos nas escolas da rede pública estadual, bem como a predominância de determinados eixos tecnológicos alinhados à nova morfologia do trabalho e ao processo de desindustrialização do país. Conclui-se que a atuação de empresas privadas de capital aberto no âmbito do programa expressa uma dinâmica de privatização e capitalização associada ao barateamento da oferta dos cursos, à precarização do trabalho docente e da formação dos estudantes.
