Abstract: This paper explores the evolution and challenges of industrial development in Greece, focusing on business parks as spatial planning tools. It examines how geopolitical constraints, delayed industrialization, and fragmented planning have shaped the country's industrial landscape. It also addresses the question of why organized industrial development has failed to materialize effectively even with supportive policy frameworks and planning tools, as most industrial activity remains concentrated in unplanned areas. The paper evaluates institutional frameworks, proposes reforms, and emphasizes the need for integrated urban planning and strategic site selection to foster organized industrial growth, offering insights relevant to international debates on industrial planning.
