Abstrakt: This article examines how political centralization influences the development and effectiveness of national cybersecurity frameworks. Using most different systems design (MDSD), it compares China, Saudi Arabia, Belgium, and the Czech Republic. Drawing on realism, neorealism, the government size efficiency hypothesis, and state capacity theory, it analyzes cybersecurity capacities through quantitative and qualitative indicators. Findings reveal that, while centralization facilitates streamlined decision making, it can limit crisis adaptability. Decentralized systems, despite coordination challenges, tend to achieve stronger cybersecurity performance through external alignment and institutional flexibility. Cybersecurity effectiveness emerges from the interaction between institutional structures, external influences, and normative policy goals. [ABSTRACT FROM AUTHOR]
