| Abstrakt: |
This study takes a closer look at the Taif Agreement and the reforms it brought to Lebanon's political and institutional landscape following the civil war, with a particular focus on the Parliament (the Chamber of Deputies) and its powers after the Taif. The goal of the research is to explore how the balance of power was restored, the Parliament's strengthened role as both a legislative and oversight body, and how these changes have influenced state stability and national unity. On the political dimension, the study emphasizes the Taif Agreement's significance in bringing an end to the civil war, reaffirming Lebanon's sovereignty and unity, and facilitating its reintegration into both the Arab and international communities. Additionally, the research delves into the theme of national reconciliation among various sects, laying down a framework for peaceful coexistence after years of internal strife, with a special focus on curbing sectarian dominance and encouraging balanced participation in governance. When it comes to the institutional aspect, this study takes a close look at the constitutional and administrative reforms that breathed new life into the political landscape after a long period of stagnation and institutional breakdown. It highlights how official institutions were restructured to bolster the balance of powers and enhance parliamentary oversight over government actions and legislation, reflecting the newly formed parliamentary character of the political system. On the social and national front, the research illustrates how these reforms have helped extend state authority throughout the entire territory, foster social justice, and rebuild trust among various national groups. The study also tackles the real-world challenges faced in implementing these reforms, such as sectarian quotas and political alliances, which have hindered the effectiveness of parliamentary oversight and the independence of institutions. Ultimately, the study concludes that the Taif Agreement laid down a crucial constitutional foundation for state rebuilding, while also stressing the importance of increased transparency and institutional reforms to ensure that Parliament can effectively carry out its powers and responsibilities.
