Abstract (English): Purpose: The purpose of this article is to map the perspectives and challenges of the New Law on Tenders and Contracts in Brazilian Federal Universities. Method/approach: In order to achieve the objective, an exploratory research was carried out using a qualitative and quantitative approach, using technical procedures based on bibliographic and documentary research and data collection through an electronic questionnaire (Google Forms), sent to 68 federal universities, obtaining the return of 15 samples, analyzed with descriptive statistics, using the Likert scale. Main findings: The main perspectives evidenced relate to the importance that the NLLC gives to contracting governance, based on the principles of planning, leadership and control, in the pursuit of achieving the proposed objectives of economic, social and environmental values. As challenges, there is the need for infralegal regulations by the competent bodies, the internal development of flows and processes, as well as training public agents to perform the essential functions of the various phases, observing the segregation of functions and management by competence. Theoretical, practical/social contributions: The public manager plays a fundamental role in the strategic planning of contracts, in which the administrative acts performed by public agents must be based on guiding principles in the construction of the bidding process, exploring the use of technological tools for publicity and transparency and thereby contributing to social control. Originality/relevance: Due to the recent publication of the new bidding and contract law, there is little research that refers to its execution, shedding light on the challenges to be faced by the management and executing teams. Abstract (Portuguese): Objetivo: O objetivo deste artigo é mapear as perspectivas e desafios da Nova Lei de Licitações e Contratos nas Universidades Federais Brasileiras. Método/abordagem: Para atingir o objetivo, foi realizada uma pesquisa exploratória recorrendo à abordagem qualiquantitativa, utilizando-se de procedimentos técnicos com base na pesquisa bibliográfica, documental e coleta de dados por meio de questionário eletrônico (Google Forms), enviado a 68 universidades federais, obtendo o retorno de 15 amostras, analisadas com estatística descritiva, utilizando a escala do tipo Likert. Principais Resultados: As principais perspectivas evidenciadas relacionam-se à importância que a NLLC dá à governança da contratação, pautada nos princípios do planejamento, liderança e controle, na busca de atingir os objetivos propostos dos valores econômico, social e ambiental. Como desafios, têm-se a necessidade de regulamentos infralegais por parte dos órgãos competentes, do desenvolvimento interno de fluxos e processos, bem como capacitar os agentes públicos para a execução das funções essenciais das diversas fases, observando a segregação de funções e a gestão por competência. Contribuições teóricas/práticas/sociais: O gestor público exerce papel fundamental no planejamento estratégico das contratações, em que os atos administrativos praticados pelos agentes públicos devem ser alicerçados em princípios norteadores na construção do processo licitatório, explorando o uso de ferramentas tecnológicas para dar publicidade e transparência e, com isso, contribuir para o controle social. Originalidade/relevância: Em virtude da recente publicação da nova lei de licitações e contratos, há poucas pesquisas que remetem à sua execução, trazendo luz aos desafios a serem enfrentados pelas equipes gestora e executora.
