Abstract: The article focuses on China's complex spatial planning system, characterized by a multi-layered administrative structure and numerous overlapping plans and regulations. It identifies four types of fragmentation—actor, policy, spatial, and time—that complicate planning processes and hinder effective implementation. The Multi-Plan Integration Reform (MPI), initiated in the 1990s, aims to address these challenges by promoting integrated spatial planning across various administrative levels. The article outlines the evolution of MPI, highlighting key initiatives and reforms, including the recent Territory and Space Plan (TSP) program, which seeks to streamline planning efforts nationwide. Overall, while the MPI has led to some successful integrations, ongoing challenges remain, emphasizing the need for continuous adaptation of planning systems to meet evolving societal needs.
