One study focuses on measures to limit the mortality of dolphins taken when tuna are harvested in the eastern tropical Pacific. The other studies measures taken to limit harvests of Southern Bluefin Tuna. Both of these fisheries involve fugitive resources and transboundary resources spreading across both national exclusive economic zones and the high seas. Both fisheries were initially based on open access, but public policy has led to greater exclusive use through individual transferable quotas for Southern Bluefin Tuna and dolphin mortality limits. A number of policy conclusions are drawn.

Two fishery-related conservation issues are reviewed to assess the important, growing role of research in policy formation and fishery management: measures to limit the incidental killing of dolphins during tuna fishing in the eastern tropical Pacific and measures to limit harvests of southern bluefin tuna. Both fisheries involve fugitive and transboundary resources and in both, public policy has restricted the initial open access, resulting in greater exclusive through individual transferable quotas for tuna catches and dolphin mortality limits. Insights gained from the two issues are discussed, pertaining to research funding, research process length, management of risk and uncertainty, organization and independence of research, international research cooperation, problem definition, and international trade and environmental standards.
