Zusammenfassung:	Analysis of the results of the currently active regulatory/legal and methodical support of the water use regulation practical application has revealed a number of gaps and contradictions. In particular, the issues of identifying of values and inter-relations between norms of permissible impact (NPI) concerning the water resources withdrawal and the limits set within SWBIUP. Solution of the said problems will enable to enhance substantially the effectiveness of the current updating of SWBIUP and NPI and to improve the quality of decisions on rendering water bodies for use.
