Summary:In our paper we reveal the shortcomings of regional innovation systems and smart specialisation strategies concerning technical training, the provision of technological services to SMEs and local development, before showing how VET centres could contribute to resolving these issues. To this effect, unitary VET centres should be turned into multifunctional VET centres. The performance of the new non-traditional functions by VET centres depends on the prevalent type of centre, as well as internal and external factors. The analysis of the case of Navarre is useful, not only to illustrate the previous points, but to serve as a guide for how the transformation of the VET centre model should be undertaken.
