Description: The work is aimed at developing and justifying a co-evolutionary and synergistic approach to the strategic development of innovative ecosystems, based on the concept of entelechy of the participants of this ecosystem, which is connected with the need to intensify the innovative activities of air transport enterprises. Based on the principles of the functioning of the innovative ecosystem in terms of ensuring a long-term synergistic effect from the interaction of actors, its adaptive properties, the ability to self-organize and evolve, self-improvement and development of the potential of actors, the methodological foundations of the author's approach are formed in the work, which includes: close harmonious interaction of the participants of the innovative ecosystem; compatibility and mutual complementarity of actors; joint evolution of ecosystem participants; continuous improvement based on acquired experience; adaptation of each participant to the conditions of the innovation environment, and the ecosystem as a whole - to its unique market niche; proactive behavior of participants; rational or optimal composition of actors with sufficient resource provision; co-evolution, based on the selective analysis of the contribution of each actor to the efficiency of the ecosystem, determining the best combinations of participants and the structure of the ecosystem to maximize the achievement of strategic goals with limited resources; a polycentric approach to management, which increases the flexibility and adaptability of the ecosystem due to rapid response to changes and prompt decision-making by actors in their areas of responsibility; an induced innovation approach that creates a close interaction between participants and the innovation environment to support innovation development. The proposed synthesis of methodological approaches and provisions makes it possible to substantiate the principles of effective interaction of actors both among themselves and within the innovative ecotope to achieve the evolution of the internal potential of actors and synergistic implementation of embedded system capabilities. The prospect of further research is the development of methodical approaches to the strategic development of innovative ecosystems of air transport enterprises.
