Также предпринята попытка показать динамику конституционного законодательства в отношении сельского самоуправления в РСФСР на протяжении 60 лет советской власти. ; The article analyzes the constitutional basis for the functioning of local governments in the Soviet Russia. The main task of the author is to identify the constitutional legitimacy of the activities carried out by the countryside governments in the 1918-1978. The author also attempts to show the dynamics of constitutional law regarding the rural self-government in the RSFSR throughout the sixty years of the Soviet authority. |
