FINANCIAL DECENTRALISATION AS A SYSTEMIC MECHANISM OF SOCIO-ECONOMIC DEVELOPMENT OF TERRITORIES Purpose: to develop the theoretical and methodological practical foundations for the implementation and functioning of the financial decentralisation process as a key factor in the socio-economic development of territorial entities. Results: it has been found that the problem of forming and implementing effective mechanisms for solving the problem of financial differentiation is one of the most important directions for building an effective socio-economic policy in the context of the spread of innovative forms of public administration at the local level. The article summarises scientific works on the issues of socio-economic development of territorial entities of Ukraine and provides the author's interpretation of this concept. The approaches to the definition of "financial decentralisation" are systematised and a clarified definition of this concept is provided. The general directions of implementation and functioning of the institution of financial decentralisation are substantiated. The advantages and disadvantages of the financial decentralisation process for both the state as a whole and for a separate territorial entity are identified. Scientific novelty: a universal system for the functioning of the financial decentralisation process has been formed, consisting of interconnected subsystems that operate on the basis of sustainability and feedback. Proposals are made on ways to improve the process of financial decentralisation in the current conditions of Ukraine. Practical significance: the implementation of the presented theoretical and methodological measures is a key factor in the successful functioning of the entire system of financial decentralisation due to the availability of continuous feedback from other subsystems for the continuous introduction of new ideas, technologies and models of managing this process УДК 336.144, JEL Classification: А 14, R 13, R 58. ФІНАНСОВА ДЕЦЕНТРАЛІЗАЦІЯ ЯК СИСТЕМНИЙ МЕХАНІЗМ СОЦІАЛЬНО-ЕКОНОМІЧНОГО РОЗВИТКУ ТЕРИТОРІЙ Мета: дослідження теоретико-методичних практичних основ впровадження та функціонування процесу фінансової децентралізації як ключового фактору соціально-економічного розвитку територіальних утворень. Результати: З’ясовано, що проблема формування та впровадження у практику ефективних механізмів вирішення проблеми фінансової диференціація є одним із найважливіших напрямів побудови ефективної соціально-економічної політики в умовах розповсюдження інноваційних форм публічного управління на місцевому рівні. Узагальнені наукові праці з питань соціально-економічного розвитку територіальних утворень України та зроблено авторську інтерпретацію цього поняття. Систематизовані підходи до визначення поняття «фінансова децентралізація» та надано уточнену дефініцію цього поняття. Обґрунтовані загальні напрями впровадження та функціонування інституту фінансової децентралізації. Визначені переваги та недоліки процесу фінансової децентралізації як для держави в цілому, так й для окремого територіального утворення. Наукова новизна: Сформовано універсальну систему функціонування процесу фінансової децентралізації, яка складається із взаємопов’язаних підсистем, які функціонують на засадах сталості та зворотного зв’язку. Надані пропозиції щодо напрямів удосконалення процесу фінансової децентралізації в сучасних умовах України. Практична значущість: виконання представлених теоретико-методичних заходів є ключовим фактором успішності функціонування усієї системи фінансової децентралізації за рахунок наявності неперервного зворотного зв’язку з іншими підсистемами для постійного впровадження нових ідей, технологій та моделей управління цим процесом. |
