| Beschreibung: | The article examines the European experience of countering Russian disinformation campaigns. It highlights the specifics of information warfare on the part of the Russian Federation. It reveals the content of the strategy for creating hybrid threats. The offensive nature of the Russian Federation's information campaign against European states is noted, based on the existing variety of already proven and successful tactics. Examples of Russian disinformation campaigns in the EU are given. The measures taken by the EU to counter Russian information operations are analyzed. Attention is drawn to the adoption by the European Parliament in 2024 of several resolutions on effective counteraction to threats and challenges from the Russian Federation. It is noted that the issue of countering the Kremlin's use of artificial intelligence to spread disinformation through news sites created in Russia has not been sufficiently resolved. It was concluded that important components of the foundation of information security should be media literacy of the population, as well as the formation of educational resources to counter disinformation. У статті розглянуто європейський досвід протидії російським дезінформаційним кампаніям. Висвітлюються особливості здійснення інформаційної війни з боку РФ. Розкривається зміст російської стратегії створення гібридних загроз. Відзначається наступальний характер інформаційної кампанії РФ проти європейських держав, яка ґрунтується на наявному різноманітті вже відпрацьованих і успішних тактик. Наведено приклади проведення дезінформаційних кампаній РФ в ЄС. Аналізуються заходи, які вживає ЄС для протидії інформаційним операціям РФ. Звертається увага на ухвалення Європарламентом у 2024 році кількох резолюцій з питань ефективної протидії загроз й викликів з боку РФ. Констатовано, що не достатньо вирішеним є питання протидії використанню Кремлемштучного інтелекту для поширення дезінформації за допомогою новинних сайтів, створених в Росії. Зроблено висновок, що важливими складовими фундаменту інформаційної безпеки мають стати медіаграмотність населення, а також формування освітніх ресурсів для протидії дезінформації. |
