| Beschreibung: | The successful further execution of designated combat (special) tasks by military units is possible only under the condition of timely and effective restoration of their combat capability. This primarily concerns combined arms brigades that, as a result of intense combat operations and the impact of high-tech means of destruction, have lost the ability to conduct combat operations (suffered losses in personnel, armament and military equipment, material and technical means) and with which, in accordance with the decisions of the relevant commanders (commanding officers, chiefs), measures are being taken to restore their combat capability. In this regard, in the military command bodies and military units of the Armed Forces of Ukraine, work is ongoing to search for and implement new approaches aimed at increasing the effectiveness of measures to restore the combat capability of military units (subunits), which is impossible without the use of an appropriate methodology. The article substantiates a set of indicators for the methodology of evaluating the effectiveness of restoring the combat capability of a military unit. The effectiveness of restoring the combat capability of a military unit is proposed to be determined by the achieved effect (the increase in the level of combat capability of the military unit). The generalized indicator is selected as the value that characterizes the level of combat capability of the military unit. The integral indicators include: “the level of readiness of the military unit’s command” and “the level of readiness of the military unit’s subunits”. The partial indicators include: “the level of staffing with personnel”, “the level of the moral and psychological state of personnel“, “the level of personnel preparedness“, “the level of provision with armament and military equipment“, “the level of provision with material and technical means“. Подальше успішне виконання визначених бойових (спеціальних) завдань військовими частинами можливе лише за умови своєчасного та ефективного відновлення їхньої боєздатності. Насамперед, це стосується загальновійськових бригад, що внаслідок інтенсивних бойових дій та дії високотехнологічних засобів ураження втратили здатність до ведення бойових дій (понесли втрати в особовому складі, ОВТ, МТЗ) і з якими відповідно до рішень відповідних командувачів (командирів, начальників) проводяться заходи з відновлення їхньої боєздатності. У зв’язку з цим в органах військового управління та військових частинах ЗС України триває робота з пошуку та впровадження нових підходів, спрямованих на підвищення ефективності проведення заходів з відновлення боєздатності військових частин (підрозділів), що неможливо без використання відповідної методики. У статті обґрунтовано сукупність показників до методики оцінювання ефективності відновлення боєздатності військової частини. Ефективність відновлення боєздатності військової частини пропонується визначати за ефектом, що досягається (приріст рівня боєздатності військової частини). Узагальненим показником обрано величину, яка характеризує рівень боєздатності військової частини. До інтегральних показників відносяться: “рівень готовності управління військової частини” та “рівень готовності підрозділів військової частини”. До часткових показників відносяться: “рівень укомплектованості особовим складом”, “рівень морально-психологічного стану особового складу”, “рівень підготовленості особового складу”, “рівень забезпеченості озброєнням і військовою технікою”, “рівень забезпеченості матеріально-технічними засобами”. |
