| Popis: | An attempt is made to historically understand the process of formation of normative legal basis of state policy of transfer to general secondary education in the 1960s-1970s. Analysis of fundamental normative documents of education is given: directives of conferences of the Communist Party of the Soviet Union, the decisions of the Central Committee of the Communist Party of the Soviet Union and the Council of Ministers of the USSR, statutory acts about compulsory secondary education. The direct dependence between the formation of normative legal basis in the sphere of general secondary education in the Southern Urals and the adoption of the party and government decisions. The priority of quantitative indexes of general secondary education is marked in the article. Предпринята попытка исторического осмысления процесса создания нормативно-правовой базы государственной политики перехода к всеобщему среднему образованию в 1960-1970-е гг. Дан анализ ключевых нормативных документов по образованию: директив съездов КПСС, постановлений ЦК КПСС и Совета Министров СССР, законодательных актов об обязательности среднего образования. Выявлена прямая зависимость создания нормативно-правовой базы в области осуществления всеобщего среднего образования на Южном Урале от принятия постановлений партии и Правительства. Отмечен приоритет количественных показателей всеобщего среднего образования. |
