| Popis: | Проблема малых городов является достаточно актуальной, освещается в трудах отечественных и зарубежных ученых в связи с поиском точек регионального роста и адаптации к кризисным явлениям. Для Российской Федерации малые города представляют значительный стратегический потенциал, так как они обладают рядом преимуществ по сравнению с промышленно развитыми регионами: благоприятной экологией, неосвоенными территориями, возможностью реализации различных инфраструктурных проектов. Поэтому, с одной стороны, можно видеть наличие депрессивных территорий, обладающих рядом структурных сложностей и препятствий для роста, с другой – перспективы формирования эффективного взаимодействия с развитыми районными центрами. Одним из направления развития малых городов является оптимизация использования туристско-рекреационного потенциала. В статье рассматривается широкий круг вопросов, касающихся развития туристско-рекреационного потенциала малых городов Владимирской, Тульской областей и Пермского края. Так, рассмотрены признаки и виды классификации и типологии городов. Проведена оценка и сравнение развития культурного и туристско-рекреационного потенциала малых городов России на примере трех регионов: Владимирской, Тульской областей и Пермского края. Охарактеризованы особенности и перспективы развития малых городов рассматриваемых субъектов в туристско-рекреационной сфере, выявлены сильные и слабые стороны, охарактеризованы возможности и угрозы, которые могут влиять на разработку стратегии и инструментов по формированию туристско-рекреационной специализации. Научная новизна исследования состоит в анализе туристско-рекреационного потенциала малых городов в выбранных субъектах как основы сетевого взаимодействия с развитыми центрами и достижения комплексного эффекта для социально-экономического развития территорий. Методами исследования являются системный анализ, социально-экономическое моделирование и прогнозирование. Полученные результаты свидетельствуют о том, что малые города Владимирской, Тульской областей и Пермского края обладают большим потенциалом для развития туристско-рекреационной деятельности и лечебно-оздоровительного туризма, которые в сложных макроэкономических условиях могут существенно повысить благосостояние данных субъектов. Однако такие результаты могут быть обеспечены только на основе системной работы муниципальной и федеральной власти, программ по развитию и инвестированию. The problem of small towns is quite relevant, as shown in the works of Russian and foreign scientists in connection with the search for points of regional growth and adaptation to crisis. For the Russian Federation, small towns are of considerable strategic potential, because they have a potential and a number of advantages in comparison with industrially developed regions: a favorable environment, undeveloped areas, the possibility of implementing various infrastructural projects. Therefore, on the one hand, we can see the presence of depressed areas having a number of structural challenges and impediments to growth; on the other hand, there are prospects for the formation of effective interaction with the developed regional centers. One of directions of development of small cities is to optimize the use of tourist-recreational potential. This article discusses a wide range of issues related to the development of the tourism potential of small towns in the Vladimir, Tula and Perm Regions. Thus, the authors reviewed the characteristics and types of classification and the typology of cities. The evaluation and comparison of the development of cultural and tourism potential of small towns Russia was carried out on the example of three regions: the Vladimir, Tula and Perm Regions. This paper outlines the features and perspectives of development of small cities of these subjects in the tourism and recreational sector, identifies strengths, weaknesses, the oppor-tunities and threats that may influence the development of strategy and tools of formation of tourist-recreational specialization. Scientific novelty of the research is the analysis of the tourism potential of small towns in the selected subjects as the basis of networking with developed centers and the achievement of a comprehensive effect for socio-economic development of territories. Research methods are the systematic analysis of socio-economic modeling and forecasting. The results indicate that small cities of the Vladimir, Tula and Perm Regions have great potential for the development of tourism and recreational activities and health tourism, which in difficult macroeconomic conditions can significantly improve the welfare of these subjects. However, such results can be secured only through a system of municipal and federal authorities, programs of development and investments. |
