Beschreibung: статья посвящена выявлению культурно-исторических особенностей формирования моделей взаимоотношений центральной государственной власти и публичной политической власти составных частей территории России в досоветский и советский периоды, а также аспектам их влияния на современную модель российского федерализма. Автор доказывает, что российская модель территориального устройства во все периоды своего существования характеризовалась признаками, существенно отличающими ее от западных моделей территориальной организации публичной власти как на концептуальном, так и на институциональном, структурном и функциональном уровнях. В отличие от западной культурной парадигмы российский культурно-исторический контекст предполагает бесконфликтность взаимодействия центральной власти и власти на местах, вовлеченность региональных политических элит и институционализирующих их государственных органов в общегосударственную политику, ассимиляцию региональных политических элит центральной элитой, отсутствие антагонизмов и противопоставления общегосударственных и партикулярных региональных интересов. В статье обосновывается, что факторами, коренным образом отличающими советский и российский федерализм от западных аналогов, являются его совместимость с принципами централизованного управления, идея равного представительства субъектов федерации в федеральных органах, направленность федеральной политики на поступательное экономическое и социальное развитие составных частей территории государства, а не на их эксплуатацию. В статье доказывается, что советская и российская модели федерализма не предполагают превалирование партикулярных региональных интересов над общегосударственными, а культурных особенностей региона над объективными закономерностями общественного и общегосударственного развития.
The article is devoted to detection of cultural and historical features of formation of models of relations between the central government and the public governments of parts of the territory of Russia during the pre-Soviet and Soviet periods, and also to aspects of their influence on modern model of the Russian federalism. The author proves that the Russian model of the territorial organization of state during the entire periods of the existence of Russia was characterized by the signs significantly distinguishing it from the western models of the territorial organization of the public power both on conceptual and at the institutional, structural and functional levels. Unlike the western cultural paradigm the Russian cultural and historical context assumes absence of conflict of interaction of the central power and local authorities, an involvement of regional political elites and the state bodies institutionalizing them in nation-wide policy, assimilation of regional political elites by the central elite, lack of antagonisms and opposition of state and regional interests. In the article it is proved that the factors radically distinguishing the Soviet and Russian federalism from the western analogs are its compatibility with the principles of centralized government, the idea of equal representation of territorial subjects of the federation in federal state bodies, an orientation of federal policy on economic and social development of parts of the territory of the state, but not on their exploiting. In article it is proved that the Soviet and Russian models of federalism don't assume a prevalence of regional interests over nation-wide interests, and cultural features of the region over objective regularities of social and nation-wide development.
