| Beschreibung: | Показаны крайняя недостаточность и неуклонно снижающееся финансирование системы здравоохранения, перевод её с уровня бесплатной медицинской помощи на уровень оказания платных услуг. Раскрыты механизм функционирования и вредительская роль обязательного медицинского страхования. Рассмотрены цели, методы и результаты так называемой «оптимизации» российского здравоохранения. Показан системный характер возникших в результате проблем. Делается вывод о необходимости смены базовой парадигмы организации российского здравоохранения. The extreme insufficiency and steadily decreasing funding of the healthcare system, its transfer from the level of free medical care to the level of providing paid services are shown. The mechanism of functioning and the destructive role of compulsory medical insurance are disclosed. The objectives, methods and results of the so-called "optimization" of Russian healthcare are considered. The systemic nature of the resulting problems is shown. The conclusion is made about the need to change the basic paradigm of the organization of Russian healthcare. |
