Popis: Представленное исследование является вкладом в изучение места и роли университетов в региональном развитии и направлено на формирование нового подхода к научно-организационной модели функционирования сети российских университетов в контексте новых задач социально-экономического развития субъектов РФ и отраслей экономики. Методологической основой исследования служат теоретические подходы к осмыслению «третьей миссии» университетов и их феномена для регионального развития и развития знаниевой и цифровой экономики. В статье представлена одна из возможных научно-обоснованных целевых моделей университетов, обеспечивающих подготовку кадров для базовых отраслей экономики и социальной сферы субъектов РФ, включающая описание ключевых характеристик (цели, задачи, показатели), а также обоснование критериальной системы оценки эффективности реализации программ развития двух выделенных типов вузов: региональных университетов базовых отраслей и базовых отраслевых университетов. Предлагаемый комплексный подход с использованием методов системного и контент-анализа основывается на анализе (изучении) 1) параметров и критериев федеральных документов среднесрочного и долгосрочного планирования, включая задачи национальных проектов; 2) целевых количественных и качественных ориентиров, определенных в паспорте Федерального проекта «Молодые профессионалы (Повышение конкурентоспособности профессионального образования)»; 3) задачах и количественных целевых показателях двух выделенных типов вузов; 4) целевых показателях программы стратегического академического лидерства «Приоритет-2030». Теоретическая и практическая значимость исследования заключается в использовании полученных результатов для решения задач совершенствования институционального управления региональными университетами, при планировании реформ и трансформации различных региональных систем. The presented research is a contribution to the study of the place and role of universities in regional development and is aimed at forming a new approach to the scientific and organizational model of functioning of the network of Russian universities in the context of new tasks of socio-economic development of the RF subjects and sectors of the economy. The theoretical approaches to understanding the "third mission" of universities and their phenomenon for regional development and the development of knowledge and digital economy serve as the methodological basis of the study. The article presents one of the possible science-based target models of universities, providing training for basic industries and social sphere of the RF subjects, including the description of key characteristics (goals, objectives, indicators), as well as the justification of the criterion system for assessing the effectiveness of the development programmes of two identified types of universities: regional universities of basic industries and basic industry universities. The proposed integrated approach using the methods of system and content analysis is based on the analysis (study) of 1) parameters and criteria of federal documents of medium-term and long-term planning, including the objectives of national projects; 2) target quantitative and qualitative benchmarks defined in the passport of the federal project "Young Professionals (Increasing Competitiveness of Professional Education)"; 3) objectives and quantitative target indicators of the two identified types of universities; 4) target benchmarks of the program for the development of two identified types of universities. Theoretical and practical significance of the research lies in the use of the obtained results to solve the problems of improving the institutional management of regional universities, in planning the reforms and transformation of various regional systems.
