| Beschreibung: | Object of the research: the comprehensive security system of an educational organization. Subject of the research: organizational, technical, and digital solutions aimed at improving the resilience and protection of the educational environment. The purpose of this work is to analyze the current security system of SPbPU and develop proposals for its improvement in the context of modern threats. Research objectives: To study the theoretical foundations and regulatory framework of security in educational institutions. To analyze threats, vulnerabilities, and residual risks on the territory of SPbPU. To develop recommendations for improving the comprehensive security system considering digital solutions and sustainability requirements. Research methodology: logical-functional and systems analysis, scenariobased approach, risk-oriented management, normative-assessment models. To achieve the results of this study, the following information technologies were used: Microsoft Office, PowerPoint, Lucidchart, and draw.io for the development of structural and logical-functional diagrams, as well as cloud services such as Google Drive and Yandex.Disk for storing and sharing text and graphic materials. Official online resources were also utilized, including the Legal Information Portal (www.pravo.gov.ru), the electronic library of SPbPU (elib.spbstu.ru), the scientific electronic library eLibrary.ru, legal reference systems “ConsultantPlus” (www.consultant.ru) and “GARANT” (www.garant.ru), the website of the Russian Ministry of Emergency Situations (www.mchs.gov.ru), and materials from the Russian National Library (Russian Book Fund). Main results of the thesis: critical vulnerabilities in the SPbPU security system were identified, priorities for its modernization were substantiated, and a set of organizational, technical, and digital measures was proposed to enhance campus protection and reduce residual risk. Application area: the proposed solutions can be used for updating the security systems of SPbPU and other universities, as well as by civil defense and emergency services, campus security units, university administrations, and in the design of Smart Campus systems. Conclusions: the implementation of the proposed measures will ensure the stable functioning of the educational environment, increase the level of protection for students and staff, and integrate engineering and digital components into a unified adaptive security system. Объект исследования: система обеспечения комплексной безопасности образовательной организации. Предмет исследования: организационно-технические и цифровые решения, направленные на повышение защищённости и устойчивости образовательной среды. Цель работы — провести анализ действующей системы безопасности СПбПУ и разработать предложения по её совершенствованию в условиях современных угроз. Задачи исследования: 1. Изучение теоретических основ и нормативной базы обеспечения безопасности образовательных организаций. 2. Анализ угроз, уязвимостей и остаточных рисков на территории СПбПУ. 3. Разработка рекомендаций по совершенствованию системы комплексной безопасности с учётом цифровых решений и требований устойчивости. Методология исследования: логико-функциональный и системный анализ, сценарный подход, риск-ориентированное управление, нормативнооценочные модели. Для достижения результатов в работе были использованы такие информационные технологии, как Microsoft Office, PowerPoint, Lucidchart и draw.io для построения структурных и логико-функциональных схем, а также облачные сервисы Google Drive и Яндекс.Диск для хранения и обмена текстовыми и графическими материалами. Использовались также официальные интернет-ресурсы: портал правовой информации (www.pravo.gov.ru), электронная библиотека СПбПУ (elib.spbstu.ru), научная электронная библиотека eLibrary.ru, справочно-правовые системы «КонсультантПлюс» (www.consultant.ru) и ГАРАНТ (www.garant.ru), сайт МЧС России (www.mchs.gov.ru), а также материалы Российской национальной библиотеки (Русский книжный фонд). Основные результаты ВКР: выявлены критические уязвимости в системе безопасности СПбПУ, обоснованы приоритеты её модернизации, предложены организационные, технические и цифровые меры, направленные на повышение защищённости кампуса и снижение остаточного риска. Область применения: разработанные предложения могут быть использованы при актуализации системы безопасности СПбПУ и других вузов, а также в работе структур ГО и ЧС, охраны, административных подразделений и при проектировании систем Smart Campus. Выводы: реализация предложенных мер позволит обеспечить устойчивое функционирование образовательной среды, повысить уровень защищённости студентов и персонала, интегрировать инженерные и цифровые компоненты безопасности в единую адаптивную систему. |
