Popis: Рассмотрена проблема эффективности расходования бюджетов бюджетной системы Российской Федерации на объекты капитального строительства в дорожной отрасли. В отличие от традиционных подходов к управлению инвестициями проанализирован нижний уровень формирования бюджетных затрат — нормативная база ценообразования в части, относящейся к типичным для автодорожного строительства комплексам и видам работ. В условиях перехода на федеральные нормативы 2022 года проанализированы порядка трех тысяч нормативов. Выявлены технологические, ресурсные и ценовые расхождения, способные искажать величину сметных затрат на строительство объектов. Сделаны выводы о пригодности сметно-нормативной базы в целом для строительства комплексных объектов. Акцентировано внимание на рисках для проектов с ограниченным составом работ. Актуализация нормативной базы представлена в качестве потенциального источника для бюджетного регулирования. The problem of the efficiency of spending budgets of the budgetary system of the Russian Federation on capital construction projects in the road industry is considered. In contrast to traditional approaches to investment management, the lower level of budget cost formation is analyzed – the regulatory framework of pricing in terms of typical road construction complexes and types of work. In the context of the transition to federal standards in 2022, about three thousand standards were analyzed. Technological, resource and price discrepancies have been identified that can distort the value of estimated costs for the construction of facilities. Conclusions are drawn about the suitability of the estimated regulatory framework as a whole for the construction of complex facilities. Attention is focused on the risks for projects with a limited scope of work. Updating of the regulatory framework is presented as a potential source for budget regulation.
