| Beschreibung: | Актуальность исследуемой проблемы обусловлена тем, что, несмотря на множество работ, посвященных теоретическим и прикладным аспектам земельных ресурсов регионов, остается много вопросов в решении задач эффективного управления земельными ресурсами. Поэтому исследование вопросов и проблем управления земельными ресурсами на примере Оренбургской области в период рыночной трансформации представляет актуальную задачу экономического развития региона. Исследования закономерностей использования земельных ресурсов конкретного региона представляет собой особую ценность в связи с необходимостью перехода страны и ее регионов на инновационный путь развития. Такие исследования позволят органам региональной власти определить стратегические ориентиры в использовании земельных ресурсов и повысить эффективность управления. Цель статьи заключается в совершенствовании методики и разработке предложений по решению проблем эффективного управления земельными ресурсами на примере Оренбургской области. В качестве методов исследования использованы методы анализа, синтеза, сравнения, описания, а также методы статистики. В статье проведен анализ использования земельных ресурсов Оренбургской области за 2016-2020 гг., представлена динамика, которая показывает сокращение земельных ресурсов почти по всем показателям. В результате исследования сделаны следующие выводы: причиной негативных явлений в использовании земельных ресурсов Оренбургской области являются не эффективное управление со стороны властей земельными ресурсами, а также переход государственной собственности к неэффективным собственникам. Представлены предложения по решению вопроса о неэффективном управлении путем проведения инвестиционно-инновационных конкурсов на земли, осуществление государственного финансирования возрождения сельскохозяйственных земель, повышение качества управления регионом. Научная ценность представленной работы заключается в том, что в ней выявлены основные тенденции использования земельных ресурсов, иллюстрирующие особенности проявления экономических законов в региональном пространстве. Практическая значимость результатов исследования состоит в возможности их использования при формировании стратегии развития Оренбургской области и проведении экономической политики. Достигнутые результаты позволят заинтересованным сторонам более обоснованно и детально взглянуть на актуальность и перспективы эффективного управления земельными ресурсами регионов. The urgency of the investigated problem is caused by the fact that in spite of many works devoted to theoretical and applied aspects of land resources of regions, there are many questions in the solution of problems of effective management of land resources. Therefore research of questions and problems of management of the ground resources by an example of the Orenburg area during market transformation represents an actual problem of economic development of region. Researches of regularities of the use of land resources of a certain region are of special value in connection with the necessity of the country's and its regions' transition to the innovation way of development. Such research will allow the regional authorities to determine the strategic guidelines in the use of land resources and improve management efficiency. The aim of the article is to improve the methodology and develop proposals for solving problems of effective management of land resources by the example of the Orenburg region. As methods of research methods of analysis, synthesis, comparison, description and methods of statistics were used. The article analyzes the use of land resources of the Orenburg region for 2016-2020, presented the dynamics, which shows the reduction of land resources in almost all indicators. As a result of the study the following conclusions are made: the cause of the negative phenomena in the use of land resources of the Orenburg region is ineffective management of land resources by the authorities, as well as the transition of state property to inefficient owners. Proposals to solve the problem of inefficient management by holding investment-innovation tenders for lands, realization of state financing of agricultural lands revival, improvement of quality of the region management are presented. The scientific value of the presented work lies in the fact that it reveals the main trends in the use of land resources, illustrating the peculiarities of the manifestation of economic laws in the regional space. Practical significance of the results of the study consists in the possibility of their use in the formation of the development strategy of the Orenburg Oblast and carrying out economic policy. The achieved results will allow the stakeholders to take a more substantiated and detailed view of the relevance and prospects of effective regional land resources management. |
