Данная статья направлена на выделение и определение содержания принципов регулирования сельскохозяйственного землепользования в условиях цифровизации аграрной экономики. Определены субъекты процесса управления сельскохозяйственным землепользованием в соответствии с принципом разделения полномочий органов государственной власти и местного самоуправления. Установленные принципы регулирования сельскохозяйственного землепользования ориентированы на соблюдение законности землепользования, баланса интересов субъектов механизма землепользования, обеспечение ответственности участников сельскохозяйственного землепользования, поддержание продовольственной и экологической безопасности в контексте формирования методологии сельскохозяйственного землепользования опосредованной стратегией экономического развития и цифровизацией аграрной отрасли. Практическая значимость проявляется в возможности применения выделенных принципов в процессе сельскохозяйственного землепользования в контексте цифровизации отрасли. Совершенствование механизмов организационных и экономических отношений сельскохозяйственного землепользования обеспечено использованием факторов объективного (организационно – экономические и институциональные условия) и субъективного (характеристики человеческого потенциала и пр.) характера. This article is aimed at highlighting and defining the content of the principles of regulation of agricultural land use in the context of digitalization of the agricultural economy. The subjects of the agricultural land use management process are identified in accordance with the principle of separation of powers of state authorities and local self-government. The established principles of regulation of agricultural land use are focused on maintaining the legality of land use, balancing the interests of the subjects of the land use mechanism, ensuring the responsibility of participants in agricultural land use, maintaining food and environmental security in the context of the formation of a methodology for agricultural land use mediated by the strategy of economic development and digitalization of the agricultural industry. Practical significance is manifested in the possibility of applying the identified principles in the process of agricultural land use in the context of digitalization of the industry. Improving the mechanisms of organizational and economic relations of agricultural land use is ensured by using factors of an objective (organizational, economic and institutional conditions) and subjective (characteristics of human potential, etc.) nature. |
