Description: В статье рассматривается вопрос комплексной оценки проектов информационных систем (ИС). В настоящее время наблюдается интенсивное внедрение информационных систем (ИС) различного назначения. ИС представляют собой сложные системы, разработка которых требует значительных временных и финансовых затрат. В этом плане весьма важным представляется совершенствование методов оценки проектов ИС для принятия аргументированных решений о их дальнейшем проведении. Проведен анализ существующих подходов к оценке проектов ИС. Отмечены особенности применения методов оценки проектов ИС в России и за рубежом. Представлены основные характеристики широко используемых за рубежом методов оценки уровней технологической/производственной/рыночной готовности проекта - TRL/MRL/CRL. Приведены нормативные документы, регламентирующие применение данных методов в России, а также их ключевые преимущества. Предложен ряд направлений работ по адаптации классических методов TRL/MRL/CRL для их эффективного применения в России, в том числе, для создания ИС в интересах государственного управления. The article deals with the issue of integrated assessment of information systems (IS) projects. Currently, there is an intensive introduction of information systems (IS) for various purposes. IS are complex systems, the development of which requires significant time and financial costs. In this regard, it is very important to improve the methods of evaluating IS projects in order to make reasoned decisions about their further implementation. The analysis of existing approaches to the evaluation of IP projects is carried out. The features of the application of methods for evaluating IP projects in Russia and abroad are noted. The main characteristics of the methods widely used abroad for assessing the levels of technological/production/market readiness of the project - TRL/MRL/CRL - are presented. The normative documents regulating the use of these methods in Russia, as well as their key advantages are given. A number of areas of work on the adaptation of classical TRL/MRL/LRL methods for their effective application in Russia, including for the creation of IP in the interests of public administration, are proposed.
