В статье авторы анализируют современные подходы к разработке стратегии социально-экономического развития на федеральном уровне, уровне субъектов и муниципальных образований. Рассматривается научная литература, приводятся результаты исследований ученых по выбранной теме. Авторы исследуют трудности, возникающие в процессе разработки и реализации стратегии социально-экономического развития на долгосрочную перспективу. Более подробный анализ документов стратегического планирования проводится на примере муниципального образования город Краснодар. В статье авторы обозначают основные принципы разработки и характеристики Стратегии социально-экономического развития муниципального образования город Краснодар до 2030 года. По результатам анализа определены возможные риски, возникающие в процессе разработки и реализации стратегии, которые оказывают негативное влияние на достижение стратегических целей. In the article, the authors analyze modern approaches to the development of a strategy for socioeconomic development at the federal level, the level of subjects and municipalities. The scientific literature is considered, the results of researches of scientists on the chosen topic are given. The authors explore the difficulties that arise in the process of developing and implementing a strategy for socio-economic development in the long term. A more detailed analysis of strategic planning documents is carried out on the example of the municipality of the city of Krasnodar. In the article, the authors outline the main principles for the development and characteristics of the Strategy for the socio-economic development of the municipality of the city of Krasnodar until 2030. Based on the results of the analysis, possible risks are identified that arise in the process of developing and implementing the strategy, which have a negative impact on the achievement of strategic goals. |
