Description: В статье представлено исследование научно-теоретических подходов к системе формирования и развития «умных городов» в современном мире, стремящегося к формату устойчивого развития. Авторами были обобщены существующие подходы к понятию «умный город», выделены основные факторы, позволяющие сконцентрировать развитие «умных городов» с использованием сформированной научно-теоретической базы. Представлен авторский подход к сущности умных городов заключающийся в использовании передовых технологий для улучшения качества жизни жителей, повышения эффективности управления и оптимизации городской инфраструктуры. The article presents a study of scientific and theoretical approaches to the system of formation and development of "smart cities" in the modern world, striving for the format of sustainable development. The authors summarized the existing approaches to the concept of "smart city", highlighted the main factors that allow to concentrate the development of "smart cities" using the formed scientific and theoretical base. The author's approach to the essence of smart cities is presented, which consists in using advanced technologies to improve the quality of life of residents, improve management efficiency and optimize urban infrastructure.
