В статье рассматриваются основные нормативно-правовые акты, которые были направлены на защиту населения Российской империи, пострадавшего в период Первой мировой войны (беженцев, детей-сирот, нетрудоспособного населения). Проанализировано содержание нормативно-правовых актов начала XX века, дана оценка эффективности принятых мер. В статье также освещается роль общественных организаций, участвовавших в защите уязвимых категорий населения в период военных действий. The article examines the main normative legal acts aimed at protecting the population of the Russian Empire that suffered during the First World War (refugees, orphans, disabled population). The content of normative legal acts of the beginning of the XX century is analyzed, the effectiveness of the taken measures is assessed. The article also highlights the role of public organizations that participated in the protection of vulnerable categories of the population during the military period. |
