Popis: Статья посвящена исследованию национальных инновационных систем развитых стран. Выявлены основные отличия развития инновационной деятельности с позиций административно-территориального деления, взаимодействие основных участников инновационного процесса по принципу модели "тройной спирали", а также реализации стадий инновационного цикла. Обоснована необходимость рассмотрения уровня национальных расходов на научно-исследовательские и опытноконструкторские работы, как ключевого показателя научно-технического развития страны. В связи с чем рассмотрена инновационная инфраструктура развитых стран, акцентировано внимание на роли высших учебных заведений в инновационном развитии. В результате проведенного анализа определена возможность применения зарубежного опыта в Российской Федерации. The article is devoted to the study of national innovation systems of developed countries. The main differences of the development of innovation activities from the standpoint of administrative-territorial division, the interaction of the main participants in the innovation process on the principle of the "Triple Spiral" model, as well as the implementation of the stages of the innovation cycle are revealed. The need to consider the level of national expenses for research and development works as a main indicator of the country's scientific and technical development is substantiated. In this connection, the innovation infrastructure of developed countries is considered, attention is focused on the role of higher educational institutions in innovative development. As a result of the analysis, the possibility of applying foreign experience in the Russian Federation was determined.
