Popis: В данной статье рассматривается современное состояние бюджетно-страховой модели финансирования здравоохраненческой отрасли в России. В ходе подготовки статьи использовались статистические методы обработки данных, метод сравнительного анализа и др. В результате анализа установлено, что, в основном, обусловливают нехватку средств в отрасли такие факторы как демографическая нагрузка, рост цен на медикаменты, усложненность движения финансовых потоков внутри модели и т.д. При этом использование чисто актуарного подхода, равно как и возврат к системе государственного здравоохранения не представляются возможными. Полученные в статье выводы позволяют выделить три основные проблемы в построении бюджетно-страховой модели финансирования здравоохранения и в соответствии с этим определить цели и направления дальнейшего ее совершенствования. This article examines the current state of the budget-insurance model of financing the healthcare industry in Russia. During the preparation of the article, statistical methods of data processing, the method of comparative analysis, etc. were used. As a result of the analysis, it was found that, mainly, factors such as demographic pressure, rising prices for medicines, the complexity of the movement of financial flows within the model, etc., cause a shortage of funds in the industry. At the same time, the use of a purely actuarial approach, as well as a return to the public health system, do not seem possible. The conclusions obtained in the article allow us to identify three main problems in the construction of the budget-insurance model of healthcare financing and, in accordance with this, to determine the goals and directions for its further improvement.
