Popis: В статье показано, что в силу отсутствия единых положений нормативных актов, регулирующих методическое обеспечение стратегического планирования субъекта РФ, на практике имеет место значительная неоднородность в подходах к формированию инновационных стратегий. Предложены методические рекомендации по формированию региональных стратегий инновационного и научно - технологического развития, определяющие базовые документы стратегического планирования на федеральном уровне, основные принципы, структуру и содержание разделов, методику разработки. Рассмотрен один из важнейших элементов системы регионального стратегического планирования -организация мониторинга реализации стратегии инновационного и научно -технологического развития. The article shows that due to the lack of uniform provisions of regulations governing the methodological support of strategic planning of a constituent entity of the Russian Federation, in practice there is a significant heterogeneity in approaches to the formation of innovative strategies. Methodological recommendations for the formation of regional strategies for innovative and scientific and technological development are proposed, which determine the basic documents of strategic planning at the federal level, the basic principles, the structure and content of sections, the development methodology. One of the most important elements of the regional strategic planning system is considered -the organization of monitoring of the implementation of the strategy of innovative and scientific and technological development.
