Abstract: The article discusses the top 10 cyber security vulnerabilities that are accepted outside the utility industry as a model for protecting all industrial networking according to the North American Electric Reliability Corp. (NERC). Such vulnerabilities are included in "The Top 10 Vulnerabilities of Control Systems and Their Associated Mitigations -- 2006" document maintained by a committee of NERC. They include inadequate policies, procedures and culture governing control system security.
