Abstract (English): Digital transformation contributes to strengthening planning, monitoring and control mechanisms to increase the effectiveness of quality assurance processes in higher education. In this context, Institutional Self-Evaluation Reports (ISER) play an important role in the performance analysis and institutional development of universities. In Trabzon University, a software was developed with a rapid prototyping model to accelerate the digitalization of ISER processes and support decision-making processes. The first prototype of the software was designed based on the guidelines of the Higher Education Quality Council (HEQC), university management and quality coordinator recommendations. The prototype used by all units in 2023 was tested during the ISER preparation process; technical improvements, functional expansions, and user experience optimizations were made with user feedback. In 2024, the optimized prototype was made available to users again, and updates were made. The developed software offers interfaces suitable for different user authorizations, simultaneous document editing, archiving, evidence uploading in multiple formats, secure storage and automatic reporting features in accordance with HEQC standards. Color indicators and annotation panels allow for the assessment of item conformity, and support modules are integrated to solve users' problems. Thanks to the rapid prototyping approach, the software, which responds dynamically to user needs, contributes to the digitalization of quality management processes. The findings obtained from the user requests in the Digital Transformation and Software Office support request system and the meeting reports held between the units show that such software standardizes reporting processes and strengthens data accessibility and decision support mechanisms. In this context, it is thought that the software developed in this study will make a significant contribution to the digital transformation of universities in quality assurance processes. Abstract (Turkish): Dijital dönüşüm, yükseköğretimde kalite güvence süreçlerinin etkinliğini artırmak amacıyla planlama, izleme ve kontrol mekanizmalarının güçlendirilmesine katkı sağlamaktadır. Bu kapsamda, kurumsal iç değerlendirme raporları (KİDR), üniversitelerin performans analizi ve kurumsal gelişiminde önemli bir işlev üstlenmektedir. Trabzon Üniversitesi'nde, KİDR süreçlerinin dijitalleşmesini hızlandırmak ve karar alma süreçlerini desteklemek için hızlı prototipleme modeliyle bir yazılım geliştirilmiştir. Yazılımın ilk prototipi, Yükseköğretim Kalite Kurulu (YÖKAK) kılavuzu, üniversite yönetimi ve kalite koordinatörlüğü önerileri dikkate alınarak tasarlanmıştır. 2023 yılında üniversitenin tüm birimleri tarafından kullanılan prototip, KİDR hazırlık sürecinde test edilmiş; kullanıcı geri bildirimleriyle teknik iyileştirmeler, işlevsel genişletmeler ve kullanıcı deneyimi optimizasyonları yapılmıştır. 2024 yılı içerisinde optimize edilmiş prototip, tekrar kullanıcıların kullanıma sunularak güncellemeler yapılmıştır. Hızlı prototipleme yaklaşımı sayesinde kullanıcı ihtiyaçlarına dinamik şekilde cevap veren yazılım, kalite yönetim süreçlerinin dijitalleşmesine katkı sağlamaktadır. Dijital Dönüşüm ve Yazılım Ofisi destek talep sistemindeki kullanıcı taleplerinden ve birimler arasında gerçekleşen toplantı tutanaklarından elde edilen bulgular, bu tür yazılımların raporlama süreçlerini standartlaştırdığını, veri erişilebilirliğini ve karar destek mekanizmalarını güçlendirdiğini göstermektedir.
