| Abstrakt: | This exploratory qualitative study delves into the practical implementation of McKinney–Vento Homeless Assistance Act (MKVHAA) of 1987 in secondary schools in a Southern California district with one of the highest homelessness rates in the state. Drawing on in-depth interviews with five school counselors and one district homeless liaison, the study examines both the day-to-day practices and systemic challenges involved in students experiencing homelessness. Findings highlight the importance of trusting relationships, access to internal and external resources, and collaborative processes in navigating policy mandates and addressing the rising academic and socioemotional needs of unhoused youth. Despite limited familiarity with formal MKVHAA terminology, participants demonstrated strong working knowledge of how to apply the act to connect students with vital services such as transportation, basic needs, and academic accommodations. The study underscores the essential role of school-based practitioners of interpreting, adapting, and enacting federal and state policy and prioritizing student well-being. These insights highlight the need for enhanced professional training, stronger interagency partnerships, and more inclusive implementation models that center the lived experiences of youth experiencing homelessness.
