Abstract (English): The study provides an overview of the developments planned under the Borders and Visa Facility in the 2021-2027 programming period, the technical content of the individual measures and the opportunities for applications. Nowadays, professional strategic planning is inconceivable without the parallel preparation of financial planning, mainly by the European Union, to secure resources. The threats to the EU's external borders and the new challenges posed by technological developments make the search for new sources of funding increasingly important. The financial burden of the Schengen obligations on Hungary justifies the use of new forms of solidarity mechanisms (EU financial funds, participation of guest officers from other member states in the control of Hungary's external borders, burden sharing of operational and maintenance costs) of which the financial instrument under study is one of the cornerstones. Studies of the previous Home Affairs Fund programmes and their predecessors have been published in varying lengths, examining EU funding opportunities from different angles, but this is the first comprehensive summary of the BMVI programme aimed at a professional audience. Abstract (Hungarian): A tanulmány áttekintést ad a 2021-2027 közötti programidőszakban a Határigazgatási és Vízumpolitikai Eszköz keretében tervezett fejlesztésekről, az egyes intézkedések szakmai tartalmáról és pályázati lehetőségeiről. Napjainkban a szakmai stratégiai tervezés már elképzelhetetlen a forrásokat biztosító, elsősorban európai uniós pénzügyi tervezés párhuzamos előkészítése nélkül. Az EU külső határait fenyegető veszélyek, valamint a technikai fejlődés támasztotta új kihívások egyre inkább felértékelik az új forráslehetőségek felkutatását. A Magyarországra nehezedő schengeni kötelezettségek anyagi terhei a szolidaritási mechanizmusok új formáinak (az uniós pénzügyi alapok forrásai, más tagállamok vendégtisztjeinek részvétele a magyar külső határok ellenőrzésében, a működési és fenntartási költségek terheinek megosztása) kiaknázását teszik indokolttá, amelynek egyik alapköve a tanulmány tárgyát képező pénzügyi eszköz. A Belügyi Alapok korábbi programjairól és azok elődeiről születtek már különböző terjedelmű, az uniós finanszírozási lehetőségeket más-más aspektusból megvizsgáló tanulmányok, azonban a HAVE-program vonatkozásában ez az első átfogó, szakmai közönséget célzó összefoglaló.
