| Abstract (English): | The natural canyon and the character of the riverdetermine the visual landscape of the lower Elbe. The landscape of the lower Elbe is specific in many ways. Tourism in this area is influenced not only by water recreation, but also by nature conservation, urban and rural environments. Consequently, extensive nature and landscape protection has an impact on the development of the landscape. The aim of this paper is to evaluate the impact of recreation on the river landscape of the lower Elbe and to present the development potential of tourism in this region on the basis of scientific literature, analysis of care plans of individual protected areas and qualitative survey of actors. A qualitative surveyofstakeholders was conducted during the research. In the study area, i.e. from Litoměřice to the state border, there are 21 villages of different character along the river. The individual municipalities have different approaches not only to the use of the river but also to the development of tourism. The obtained research results show the intersection of these perspectives as evidence of a general (in)compatibility of interests (value incommensurability) in spatial planning. It reveals that the ongoing debate is based on a selective perception of interests articulated by stakeholders instead of an integrated assessment of the natural values of the territory. | Abstract (Czech): | Dolní Labe - říční krajina, jeden z posledních labských úseků na českém území s poměrně přirozeným tokem a nízkým stupněm regulace. Turistická říční krajina dolního Labe je specifická v mnoha ohledech. Cestovní ruch je v této oblasti ovlivněn nejen vodní rekreací samotnou, ale také charakterem přírodního, urbánního a rurálního prostředí regionu. Specifická jsou pro tuto oblast rozsáhlá zvláště chráněná území, jejichž fungování se v mnoha aspektech promítá do rozvoje regionu. Aktuální záměry rozvoje turistického potenciálu labské říční krajiny proto dávají prostor řadě perspektiv představovaných zainteresovanými stranami. Cílem článku je zhodnotit vlivy rekreace na říční krajinu dolního Labe a přiblížit problematiku rozvoje potenciálu turistického ruchu v tomto regionu. Východiskem je odborná literatura zaměřující se na hodnocení vliů rekreace na říční krajinu a také analýza plánů péče jednotlivých chráněných území, během výzkumu bylo realizované kvalitativní šetření mezi aktéry. Ve sledovaném úseku, tj. od Litoměřic po státní hranici, říční koryto probíhá územím 21 obcí různého charakteru. Jednotlivé obce mají rozdílný přístup nejen k využívání řeky, ale také k rozvoji cestovního ruchu. Získané výsledky výzkumu ukazují protínání uvedených perspektiv jako doklad obecné (ne)slučitelnosti zájmů (tzv. value incommensurability) v územním rozvoji, ale především odkrývají, že probíhající diskuse je založena na selektivní percepci zájmů artikulovaných zainteresovanými stranami namísto integrovaném posuzování inherentních hodnot území.
