    Contested Accountability for AI-Induced Political Unrest: A Jurisprudential Inquiry into Algorithmic Agency and Narrative Manipulation ; 標題 /Title AI言論造成政治動亂之責任爭議:演算法代理與敘事操控的法理探析 Contested Accountability for AI-Induced Political Unrest: A Jurisprudential Inquiry into Algorithmic Agency and Narrative Manipulation ________________________________________ 摘要/ Abstract 摘要 人工智慧生成內容(AIGC)於政治領域的應用日益普及,從deepfake影片、機器人帳號操作輿論,到自動化假新聞生成,皆已對民主制度與政治穩定造成實質衝擊。然而,當AI言論引發群眾動亂、選舉干預或政權不穩時,現行法律架構對責任歸屬尚無共識。本文以「演算法代理」與「敘事操控」為切入點,分析AI言論造成政治後果時的歸責困境,並從跨國法理、平台責任、語氣治理等面向進行剖析。透過美國、緬甸、台灣等案例比較,本文提出建立跨文化語氣責任標準與可追溯敘事鏈的治理模型,回應新型資訊戰中的法律真空與倫理模糊帶。 Abstract The rise of AI-generated content (AIGC) in political contexts—ranging from deepfake videos and bot-driven opinion manipulation to automated fake news—has profoundly impacted democratic institutions and political stability. When such AI speech incites civil unrest, electoral interference, or regime destabilization, legal systems remain ill-equipped to assign accountability. This paper explores the jurisprudential dilemmas of responsibility attribution by focusing on algorithmic agency and narrative manipulation. Through a comparative analysis of cases from the United States, Myanmar, and Taiwan, it examines emerging tensions in platform liability, international norms, and tone-based governance.
